Unlimited Property Services, Inc. (UPSI) has been serving the Multi-Family Housing industry for over 20 years. While we strive for excellence on every project, in every report, and through every relationship, we hold firmly to these values: Kindness and Integrity. While we believe excellent service is critical, we also want to be good people to work with during the process.
We work closely with management companies, community managers, HOA Board Members, and individual owners within common interest developments across the greater San Francisco Bay Area. We value each of those relationships as if each is the only one. Each customer is different, and we take pleasure in customizing our approach to meet individual needs.
Our vast Common Interest Development construction experience and understanding of the industry's unique business culture allows us to provide precision solutions, not only onsite with tools and equipment, but also during a conference call with a Gantt chart and a customized work scope. We are solutions oriented. We solve problems. Owner / CEO / Certified Construction Manager
Scott Swinton
Scott Swinton describes himself as husband, father, runner, sort-of musician, outdoor enthusiast, kindergarten Sunday school teacher, and long-time owner of Unlimited Property Services, Inc. While working on his degree in Criminal Justice, Scott gained experience in commercial and residential construction at a general construction company in South Carolina. He and his wife moved to California in 2001 and soon made connections in the Common Interest Development (CID) market as a general contractor. Over the years, Scott has developed into a Construction Consultant and Certified Construction Manager (CCM with CMAA) for CID construction projects and specializes in engineering creative solutions for complex challenges. Scott has a passion for improving the relatively young HOA industry and has made it a mission to understand the social, economic and municipal impact of HOA living. He frequently contributes articles to Vision Magazine, The Echo Journal, and CAI’s The Communicator. He has also spent some time as an expert witness in the defense of safer HOA construction practices.
Scott's greatest pride and joy is the family he and his wife Becky have built over the last 25 years of marriage: five children and one adorable bunny. It's hard to catch times when Scott is not on-the-move. When he's not at work, he invests in his family by doing all the important things needed for turning their children into responsible citizens - teaching to drive, building go-carts, school projects, backyard ziplines.... He enjoys hiking, camping, playing cello, running long distances, classical music, 80's and 90's country music, and reading books that require thought and reflection.

Project Manager / Business Development
Leanna Mansour
Leanna Mansour is a Project Manager who knows how to get things done—and have a little fun along the way. She earned her master’s in civil engineering and construction at Santa Clara University. Leanna has over 13 years of hands-on experience in the Bay Area, previously with two large general contractors, a home builder and now at Unlimited Property Services, Inc. She’s led everything from hospital builds, full home remodels, and large-scale landscaping projects to commercial and residential developments, delivering beautiful HOA communities that families now call home.
Currently at UPSI, Leanna brings a mix of sharp organization, quick problem-solving, and a friendly, approachable attitude to every project. Whether she’s working with contractors, homeowners, or clients, she’s known for keeping communication clear, expectations realistic, and moods light—because construction doesn’t have to be all stress and spreadsheets. Leanna loves connecting with people and takes pride in creating smooth, successful experiences for everyone involved.
Leanna is a kind, careful person who values a healthy work/life balance. She believes that her job as a mom is her most important role. When she’s not managing job sites or juggling timelines, you can find her hanging out with friends, working out, or spending time with her husband of nine years and her two favorite little humans—her kids. Leanna is proud of her heritage and her middle eastern culture of community values and putting family first, all of which—along with her Christian faith—have shaped her personality and work ethic.

Front Desk and Accounting Team Administrator
Annie Reger
Annie Reger has plenty of experience in business administration. She spent 25 years in the commercial restaurant equipment sales industry working for the two biggest equipment suppliers in Northern California. She started in customer service, worked her way up as an Operations Manager, to Sales Manager/Project Manager on big projects such as the Student Cafeteria at Santa Rosa State University and the Culinary Arts Kitchen at San Francisco University. Wanting to make a major career and life change during the pandemic, she looked for a small, family-operated business where she could make a difference. At this company Annie specialized in administrative duties, bookkeeping, and account management, and she found her love for “Paperwork”, as we say. When this company sold to a large corporation, Annie sought the type of family-owned company that would be a perfect fit, not only for the work she enjoys, but also a positive culture, amazing team, potential to dream, and ability to add something positive from her own experience. This led her to the perfect place with Unlimited Property Services, Inc.
Her role at UPSI starts as an Account Executive, Customer Service, Estimating and Accounting Administrator. These skills are only the beginning of her investment in UPSI. Annie believes that great, friendly, approachable customer service with excellent follow-up is key. Making connections and giving it a personal, authentic touch raises her above the bar!
Annie's life is enriched by spending time with family: husband Stephen, daughters Brieanna & Mikayla and their spouses, her son Jack, and two Chihuahuas (Mimi and Deedle) and a Yorkie (Izzy). Flower gardening is her Zen, and she yearns to travel. Her dream is to live in Italy for at least one year while traveling throughout the rest of Europe.
When asked why she chooses to be a part of UPSI, Annie shared that she values the healthy culture of the company, which is fostered and lived out in the owners. She enjoys the work and is allowed personal growth where her ideas are valued, whether they succeed or not.

Human Resources Manager
Becky Swinton
Becky Swinton has been with Unlimited Property Services, Inc. for over 20 years alongside her husband and owner of UPSI, Scott Swinton. While in South Carolina, she earned her bachelor's degree in interior design and met Scott. They started an adventure-filled journey that brought them to California in 2001. While starting a family and being part of UPSI's early growth and development, Becky has served in various roles at UPSI over the years. Currently, she is our HR/Payroll Manager, and her love of serving our team is evident.
Becky is easily described as a kind and generous person with a heart for serving others. She emanates a calm and peaceful demeanor. Her stable and thoughtful work ethic is a perfect complement to her busy life with five children. She seamlessly balances work and mom life with three active boys and two busy daughters, while also supporting her husband's equally busy schedule. Becky enjoys family walks and hikes, traveling to visit out-of-state family and friends, and helping Scott wrangle 4, 5, and 6-year-olds in Sunday school at church.
Relationships are important to Becky, and her desire is for UPSI to be an environment that fosters healthy relationships with our valued customers, helpful vendors, and amazing UPSI team.

Project Manager / Field Services
Abel Wickham
Abel Wickham has been with Unlimited Property Services, Inc. (UPSI) since 2022. He takes pride in being dependable, hardworking, and a good listener. Abel is known by our customers for being respectful, kind and friendly with the goal of meeting each community’s unique construction and maintenance needs.
At UPSI, Abel thrives in Field Services, where his primary focus is coordinating with contractors to diagnose maintenance or construction failures, finding and implementing solutions, and keeping projects on track. Abel performs site evaluations for new customers, performs HOA community maintenance inspections, water tests and countless other tasks as needed. He specializes in ensuring high-quality results and clear communication throughout the process. But don’t let his field acumen fool you. He’s highly skilled in Excel, Bluebeam, and a host of other software and is quick to utilize them to meet the complex needs of our customers.
Abel started his construction career in high school by working summers for a general contractor and for a residential framer during the school year. He later worked as a handyman for Contra Costa County while earning his degree in Business Administration with a focus in Finance. His hands-on experience and analytical skills made him the right fit to join the UPSI team, and he is now working toward his CMIT (Construction Manager-in-Training) credential. He shared that he appreciates working where problem-solving is the main aspect of the job and the workplace culture encourages finding specialized solutions for the customer rather than pushing a quick fix.
Abel was born and raised in the Bay Area. As the oldest of 10 kids, he learned early on the value of responsibility and patience. Outside of work, you'll find Abel hiking, taking nature walks, and conquering backpacking trips. His hobbies include anything that feeds his fascination with learning how things work—currently, cars.

Marketing Director / Administrative Consultant
Susanna Selinger
Susanna Selinger started her career in property management over 20 years ago in the multifamily housing industry. After eight years on-site, she took a step back to raise her daughters as a stay-at-home mom during the toddler years. Once they started school, Susanna worked a few part-time jobs that proved to expand her knowledge of business from all sides. From managing childcare at a local gym to working for a small promotional printing store to customer service for a prominent insurance company, these jobs and her career in property management prepared her for the multifaced work she does at Unlimited Property Services, Inc. While working remotely, Susanna manages all aspects of business marketing and many other tasks as needed.
Susanna values people over process and believes that listening first is the key to serving others. She considers troubleshooting, problem solving, and think-tanking as the best parts of her job. Of course, the creative side of marketing and designing is fulfilling as well. She says, "Working for a company that listens to and respects each employee's ideas is refreshing!"
When she is not working, Susanna is either on a tennis court, working out, crocheting or hanging out with her three daughters on the beach near her home in South Carolina. Susanna has been married for almost 20 years to her husband and tennis partner. In addition to her daughters, she has two Australian Cattle Dogs, Maveryck and Lerie - ACD's are an adventure all their own. If you know, you know.
